Port Lussuria

Vampire the Masquerade Setting & Creation Rules

This part of the site details the basic setting for the game that most vampire characters would no, or quickly discover about the city they are about to enter. There are far more addition and hidden details, but those are left for in game exploration.

We have a few adjustments for the vampire setting that are details in the character creation area. Please refer to the house rules page for rulings that affect ALL systems.

 Setite Setting & Creation Rules

The Followers of Set are one of the major players in the free city of Port Lussuria. As such, they represent a free and prosperous clan that has managed to flourish in the face of adversity. However, with the recent  influx of Camarilla to the city, the time of prosperity has ended.

Ezekiel O’Shae, the mad High Priest of the Virgin Port, had all but managed to destroy his own clanmates through subversion. Only a few, after some difficult struggles, managed to remain alive long enough for a higher power within the clan to step in, destroy the High Priest, and install a new
spiritual leader; Atticus Hood.

Now, High Priest Hood needs to rebuild what’s left of his clan’s holdings, while managing to convince the other powers in the strength of his clan. Additionally, Hood hints a battle is coming – against the Sabbat of  Richmond.

Character Creation

Stats; All Setite characters must have the starting dots as outlined in Vampire: the Masquerade, Revised Edition (7/5/3 attributes, 13/9/5 abilities, 3 disciplines, 5 backgrounds, 7 virtues, 15 freebies). Please note that if you plan to take one of the Setite Paths of Enlightenment that you may receive less dots in your virtues.

Paths of Enlightenment

BE VERY CAREFUL when it comes to choosing humanity vs. a path. Paths of Enlightenment are very, very strict moral codes, and are not something a character ‘dabbles in’. Whether the path is favorable to your character’s story is not as important, as the question is ‘will you play it properly’?

As a storyteller, I will keep an eye on any Setite character who chooses a Path, and be watching to make sure that they follow the tenants of their path to the letter. Failure to play your character in accordance to this path may result in loss of points from the score. It is always safer to take
Humanity, even if it is very low (there’s no law saying you HAVE to take all the dots you’re supposed to for humanity).

At this time, the main paths to select from are Typhon and Sutekh. Ecstacy and Warrior paths may be accepted on a provisional basis.

Backgrounds

Backgrounds are paramount to the Setites of Port Lussuria. Please consider these very carefully. Rather than making your character a low-generation juggernaut, please consider the more ‘practical’ backgrounds, as they reflect better on your character within the eyes of your clan. This includes; Resources (See below for more on this), Allies, Retainers, Herd, Contacts and Influence.

Backgrounds other than the ones in the core Vampire book will be considered, but, more often than not, disallowed. Beyond the Setite rules, there are also the main sites rules to consider.

Status

Please do not take points in Status. It will be awarded in game. If you want your character to begin the game with Status, please make a note in your submission, and with your reasoning highlighted in your back-story.

Disciplines

I’m a little less strict with these than my contemporaries. Non-clan specific disciplines may be bought at character creation with freebies, and may not be higher than one dot. They also must have explanations in the character’s back story. I reserve the right to accept or reject them, however.

Setite Sorcery

Currently, only one NPC has any Setite Sorcery. Players interested in learning the discipline will have to communicate with the NPC, when they discover they are.

Players interested in creating Setite Sorcerers are able to submit sorcerers
at starting dots, however, be warned that very few will be accepted.

THE FOLLOWING PATHS are the only Setite Sorcery paths that may be learned.
This is in accordance to the Setite clanbook, in its description of Akhu,
traditional Setite Sorcery. The NPC capable of teaching these paths does not
necessarily have path ratings this high. The numbers next to the path
indicate how high the path may ultimately reach for the character.

Snake Inside  - 4 (Blood Magic)
Dry Nile – 4 (Blood Magic)
Corruption - 3  (Guide to the Camarilla)
Spirit Manipulation - 3  (Guide to the Camarilla)
Weather Control - 2  (Guide to the Camarilla)
Conjuring – 2 (Vampire: The Masquerade)
Mars – 2 (Guide to the Sabbat)

Learning these paths, in addition to having an IC reason to do so
(apprenticeship to the NPC, being a starting sorcerer) will be difficult. A
path your character currently possesses must be bought with experience and
scenes in which your character spends time honing their craft must be sent
in for ST consideration – this is in addition to making the standard XP
request.

A new path requires that:
1. The Character is being taught the path by someone who knows it.
Or
2. The Character has an occult text capable of educating him in the next
level of the path (This takes longer IC time, and no Setite Character has
access to such things)

Additionally, a new path requires the usual Experience expenditure.

NO WANGA, DAITYA SORCERY or TLACIQUE SORCERY will ever be accepted.

Merits & Flaws

At this time, Merits and Flaws will be examined, and allowed or disallowed
on an individual basis. There are several flaws outright banned (such as
animal magnetism, and Unbondable), they are listed on the house rules page.
However, two warnings.

1. Please only submit Ms&Fs from Revised Vampire Titles. This includes the
clanbooks. I know the Setite clanbook from second edition had some neat
merits, but they were not included in the revised version. I am not a big
fan of them anyway.
2.  I reserve the right to exploit any flaw you take. Meticulously.

Character background story

No characters with over 50 years of vampiric experience. With a starting level character sheet, it is nearly impossible to explain a character age of any older.

Per the books, most Setites ghoul their ‘childer to be’ for a long period
before their embrace. Setites do NOT embrace on a whim.

Please ensure that you detail your backgrounds, including what your
character does for a living, what businesses they hold, and the like. This
is so we can consider giving you additional influences, allies, or contacts.

Remember, the Setites are a cult of corruption. As such, there is a certain
level of story that needs to address how devout your Setite is in his or her
worship of Set. Whether they are devout or barely faithful does not matter,
so much as you knowing their allegiances and how they worship,  if at all.
Also, there are some fanatics who might look down on a less than devout
Setite, but such things are a part of unlife.

Setite History in Lussuria

In the beginning, Port Lussuria’s Setite community had only one major
responsible party. Ezekiel O’Shae. A Setite elder from parts unknown,
Ezekiel arrived with a small cohort of followers, and through aggressive
control of businesses and cultural aspects of the city’s history, have
managed to establish a powerbase that will be defended to the end of their
unlives.

Rather than building a cult of weak-willed sycophants, Ezekiel set his
sights on controlling the major business leaders. What better way to do this
than to corrupt them to Ezekiel’s cult? Many prominent businesses in town
now have CEOs that fall into Ezekiel’s chosen. As High Priest, Ezekiel has
had a certain amount of liberty on how his city  is run. Since he has
managed to secure considerable mortal assets, he has established a system of
policing and caring for his followers. This caste system established two
sets of followers. Chosen – a group that served Ezekiel’s every whim (to a
point), and paid protection money to have access to Setite services, and
Forsaken – who could not (or would not) pay such fees, and were more or less
second-class Setites.

For a long time, this system served the Setites of Port Lussuria well. Most
Forsaken, while considering their lot in life unfair, had very little reason
to complain.

At the start of the new millennium, however, things began to go bad. Ezekiel
had lost his mind. No longer did he exit the temple. His serpentine gifts
were always active. He grew paranoid, and, at the start of 2006, this came
to a head. Forsaken were butchered by Ezekiel’s henchmen on a whim, usually
with some passable claim to treachery being implicated, though proof was
almost entirely unneeded to the mad Elder.. This went against the tenements
of the path of Typhon (Never obstruct another follower’s efforts).

Most of the city’s Setite population fled, or were destroyed. Luckily,
someone took notice. A cadre of Elders found the business-savvy Ancillae,
Atticus Hood, and set him with the task of destroying Ezekiel. Only after a
long struggle, and some help from the newly arrived Camarilla presence,
Atticus was successful. Ezekiel was destroyed.

As his first act, Atticus abolished the Caste system. All followers were now
equal, and no Follower need necessarily follow Atticus’ orders, but he would
lead them spiritually. The city is currently in a state of calm, but there’s
always a calm before the storm.
