Ok, I decided that instead of waiting for all the setting locations to be completed (which includes organizing/placing specific locations within actual districts and neighborhoods and minor editing), that it would help players more if I posted the locations as there rough drafts were finished, that way players can start getting a better feel of the new setting.
Don't fret, I have several other locations that are not transfered from my notebook to word yet and there are several locations that I have listed here that are still not entirely finished, so be patient and I will keep feeding you information. Some locations will be claimed by specific clans, characters or possible antagonists but rather than "announcing" everything in a transparent method (life is transparent especially in the WoD : ), characters can learn these details IC. The exception would be in the case of a long-time character of PL knowing all to well that such-and-such location is home to the Tremere or Gangrel for example.
Anyhow, I am posting the first installment of the settings locations but expect a lot more to come.
Setting Locations
Ramdyne Quarry: On the outskirts of the city resides nearly 100 acres of man-made lakes (as a result of excavation) and rugged bull-dozed terrain. A small office, check-out station and garage is situated near the main road at the edge of the quarry. Large mounds of sediment, old concrete and other excavated materials are stock-piled around this area for easy loading and transport. Heavy machinery, earth movers, conveyers and loaders are usually parked or working in various locations throughout the quarry. Local rumors claim that some strange cult or violent gang makes the quarry their residence late at night but so far all such claims have been refuted by the owners. Lazarus Park: One of 3 large parks in the city, Lazarus Park has seen better days. Geographically, the park is made up of gentle sloping hills, large patches of forested area and a twisting river down its center. Numerous concrete and dirt pathways crisscross the area but a lack of city funding keeps the park in ill-repair. Concrete paths are beginning to crack, bathrooms have become havens for drug users and spontaneous sexual romps, and several hidden coves within the trees have become hang-outs for unscrupulous characters and gangs. Small groups of improvised children can occasionally be found in the park with an escort, but at night the parks visitors comprise of freaks, predators, gangs or the clueless.
Lussuria Harbor: An extensive portion of Lussuria’s industry stretches along its harbor. Import-export businesses are carried out by small-time operations along with massive freight and cargo ventures. Immigrants, uneducated, and other “down-in-their-luck” types can usually find work here but the hours are long and the pay is meager at best. Local automobile, textile, high-tech, and other industries maintain large warehouses here and send there products out by ship from this harbor. The union is strong here and workers generally have a no nonsense approach and tend to keep their mouths shut. Although typically a hard-working group, workers here feel largely ignored and desperately wish they had a way of improving their lot in life.
Hellspont Power Plant: Wellspont Power Plant is generally referred to by its derogatory name due to the miserable conditions its workers must endure. Then electrical power plant is surrounded by a low-density commercial district and high-density residential slums. Here, blue-collar workers are notoriously underpaid while management continues to rake in big bonuses. Some claim that leadership within the workers union are taking bribes and negotiating weak contracts, but leadership claims that difficult economic times have decreased their leverage to improve contracts. Meanwhile, the area suffers from terrible pollution and management finds it less costly to pay fines than pay for a permanent clean-up.
Sickle Waste Management: The most polluted zone in the city resides not far from “Hellspont” and maintains the Sickle Waste Management Plant. Much of the surrounding area maintains abandoned warehouses and old factories, as well as a large city dump. The landscape around the waste plant is largely marshland, and the area is often blanketed by a thick layer of fog after heavy rains. The air around the plant feels humid and warmer than in other parts of the city and an eternal stench coats the area for several blocks.
Purgestock Industrial District: This district is rife with heavy industry, commercial warehouses, and numerous stop-and-robs, cheap bars and decrepit apartment buildings. Working conditions are generally deplorable and hope is virtually dead here. Cases of prostitution, alcohol, and drug abuse are common here. A small portion of the district is maintained by sweatshops and other illegal commerce.
Dayoxin Slums: A majority of residents within the Dayoxin Slums are immigrants and minorities. Gang activity in the area is extensive and volatile and a large proportion of individuals here make a living from petty crime, drugs, prostitution, gun-running and “welfare.” The area is so dangerous, young kindred traveling through the area could easily find themselves prey rather than predator since the locals like to work in numbers. The neighborhood has got so bad that the police seldom patrol the area, when they are forced to investigate a crime they pack heavy and have plenty of reinforcements on back-up.

Willow Hill (City Hall & Government Sector): Most citizens of Lussuria have allowed themselves to believe that the government is working in their best interests and that the period of upheaval was beyond the governments’ control. The center of the city’s political corruption exists here and while the mayor has continued to bring big business, tourism and wealth to area, his method for distributing that wealth is sorely lacking. As a result, certain parts of the city have grown more affluent and have seen continued growth, maintenance, rebuilding and other advancements, while other parts of the city continue to be neglected, causing crime to soar, boosting gang and organized crime membership complacency.
High Street Entertainment Sector: The entertainment sector found along High Street is best described as refreshing and upscale. High Street itself is much like a busy city strip except that it is made up of one massive loop that surrounds several blocks of the entertainment sector. Smaller streets within the High Street Loop follow the same circular lay-out that High Street does with intersecting streets fanning outward from the center like spokes on a wheel. Throughout the week at 5:00 pm, streets within the High Street Loop are closed to vehicle traffic and any vehicles already in the loop have 1 hour to finish their business and leave before being ticketed and towed. During the evening hours the sector energizes and the area is known for its dazzling display of neon signs and multi-color lights. At this time the main form of transportation is walking, bicycles, roller-shoes, horse drawn carriages, bicycle carriages and small (single or dual carriers) man powered carriers. The sector itself is made up of 2 dance nightclubs, 1 high-end private club, 2 clubs that cater to live music, 2 gentleman clubs, 3 small but trendy taverns with pool tables, flat-screens, and other sports-related activities, and a score of hotels (3 to 4 star) along with 1 luxury hotel (5 star). A handful of other businesses are mixed though-out this sector and the Blue-Rail Trolley also cuts through here. Large parking lots and access to the local subway along the outer loop allow citizens quick access or exit into and out of the area.
Trihorn Theatre: An old style theatre recently restored by a wealthy patron of the arts and primarily used for private performances. On occasion, for big productions or newsworthy events the theatre is opened to the public. Security is surprisingly tight and some city elites are annoyed at their inability to procure a membership or tickets for the prestigious yet clandestine night performances.
Red Sun District (The Rack): The red light district of the city known for its excessive crime, prevalent drug trade, and reputation as a location where anything can be attained for a price.
Old Sparks Town (Heavy Industrial & Some Medium Residential): One of the oldest parts of the city, the neighborhoods within Sparks Town have seen better days, but not much better. Old factories, warehouses and run-down multistory apartments cram this area. Although crime is a problem in the area, it is not as bad as it could be since the blue-collar workers in the area work together to keep the worse riff-raff out their hood. Many residents here squabble with each other over politics and other more trivial matters, but when one of them is threatened, neighbors will not usually hesitate to lend a hand.
Howling Bluff: A private beach owned by an unknown philanthropist, the beach is well maintained but seldom is the “no trespassing” edict enforced. Situated along some low-lying cliffs, the beach is rumored to be a dangerous place at night.
Sea Breeze Amusement Park & Aquatic Center: This amusement park, built along the massive boardwalk 2 miles down from White Sand Pointe, has seen better days but still maintains a healthy crowd and loyal regulars. During the winter months the park shuts down for maintenance and upkeep but some unsavory types still manage to use the location as a gathering spot despite the best efforts of police and the feeble park security. The nearby aquatic center is quite popular and open 10 out of 12 months every year. The park beach itself is often littered with trash, bums looking for hand-outs and trouble-making teens looking for a good time at others expense. Bonfires are permitted but police will run people off if things get to loud or out of control. Occasionally spontaneous beach parties erupt and last several hours before the overworked police finally break them up.
Thornfield Asylum: Malkavians made several defensive stands against the Sabbat at this old neglected institution.
Bron Macs Slaughterhouse: This old slaughterhouse was replaced decades ago by a modern and more humane structure. It remains today due to its sturdy construction, and the thick walls used to keep sound inside the building.
White Sand Pointe – A long stretch of public beaches interconnected by bike trails running through the forested hills of nearby Remington Park and a wide stone boardwalk used by joggers, bike riders, roller-bladders and skate boarders
Spearo Beach – Several docks and piers just into the sea at this public beach, supplying fisherman, sightseers and beach combers an opportunity to pursue their interests or simply relax. Several small pubs, stores and hotels also line this strip of beach making this area quite busy during the warm months.
Crescent Ridge Marina – A large marina housing boats of sizes and types. The network of docks is designed with 3 separate branches, the South Docks maintain the largest ships, the North and Central Docks maintain all the other ships. At night the North Dock is rumored to be quite a dangerous place and several dock “residents” of a questionable persuasion are known to make their homes there.
The Linus Blak – The name of an abandoned ship stuck within the rocky shoals of Crescent Island for over 20 years still sits about 20 meters off the shore. This partially submerged vessel use to be a tourist attraction but interest has long since faded and the wreckage has been largely forgotten.
Stonehelm District – An old neighborhood of mostly rich residential manors and estates and a handful of family owned businesses.
