
At this time Port Lussuria offers a Cam, Anarch, and Indie game. We do not accept Sabbat characters, nor do we have plans to open a Sabbat game. We do not accept Tzimisce and Lasombra indie/anarch concepts. Please do not submit one, or ask for one: it will be denied. 'Exotic clans/concepts' are also not normally allowed (Gargoyles, Samedi, etc). The clans we do not allow, are not allowed because they are not well suited for our setting.
If a player were to choose to play one of the allowed a rare or exotic clan, they should understand that not all clans are represented equalily in the setting. Some clans stories, and plots further hinder the presence of an elder in the setting (Ravnos for example). If a player does choose to play a rare/exotic character type, they should do so understanding that each clan has difference representation within the city and in IC RP they are NOT all equal. Clans such as the Ravnos, Assamite, etc typically lack NPC elders within the city who would otherwise be useful mentors. Please see below for more details about clan restrictions.
Though some clans lack an npc elder, there is no reason why a pc of the clan can not rise to the position of the clans head, and act as the clans leadership within the city. This is a player driven setting, we want players to take over leadership of clans, and movements.
While we would like to encourage players to be creative, we have a few limitations in our game in an attempt to create more balanced mechanics. OOC fairness, and sheet balance is important to us. We understand it is impossible to create a perfectly balanced game, but strive hard to make certain that at creation everyone is given their fair due. STs have final call on the approval or denial of a stat(s) on a sheet.
Generation: Generations 15th - 8th are allowed on this site. Caitiff pcs should generally be higher generations. Vampires of all generations represent the WoD. We would like to ask players to please have a spread of generations about their Vampire PCs (i.e. players should try and avoid having all their characters as just all thinbloods or all 8th gens). Ideally generation should match a characters concept and background story.
*Banned/Restricted Merits and Flaws* -
Merits and flaws taken should be ones that will effect game play. In the online setting not all merits & flaws will apply or would even require forcing another PC to behave in a certain manner (for example a PC Sheriff would be subject to a new PC taking the merit Lawman's Friend. Pre-arranged merits and flaws that effect other pcs are allowed and should be detailed in notes). Merits & Flaws should only come from the Vampire system. We use the V20 merits and flaws in the core book as well as the the 3rd edition clan book rules. Please do not submit vampires with merits and flaws taken from systems such as Demon, Hunter, Mage, and Werewolf. If in doubt about a merit or flaw, just ask an ST.

More as seen fit by the ST at creation. Please pair suitable merits and flaws with the pc concept. Restricted merits and flaws are only available to long term exceptional players who have a suitable character concept.

Again, we only accept merits and flaws from 3rd & 3.5 editions of Vampire. If a merit or flaw exists in 3.0 and 3.5, we use the 3.5 version of the merit or flaw.
Buying additional merits after character approval is at the cost of the merit times 3. The ultimate choice to grant the request, is upon the ST. The cost of Buying off a flaw is the cost of the flaw times 3. Relevant rp is required in relations to these purchases.. The ultimate choice to grant the request, is upon the ST.
*Anarch Creation Rules*
PL does not use Anarch Creation rules. Submit your Anarch using the basic vampire creation provided in the core 3.5rd edition book as well as the creation rules on this site.
*Backgrounds*
Sabbat exclusive backgrounds, such as 'BlackHand Membership' are not allowed on characters in this setting. The background status, should be limited to no more than 2 points. Arcane is allowed, but at a max rating of 1 on a thin blood type character. Military Force is not allowed. Arsenal, is not allowed and is also a stat from the Hunter game. Library is restricted, subject to ST approval (this is a stat ideal for Tremere, Giovanni, etc). We do not allow, or use the background 'Age'.
*Blood Magics*
Exotic blood magics are not acceptable on starting character sheets. Paths such as Wanga, Mortis, Koldunism, Hedge Magic, and more are just examples of nonstandard Thaum lines typically not allowed. Tremere Thaum start on the path of Blood. Giovanni Necromancy begins on the path of the Sepulchre. Setites and Assamites can learn their Sorcery paths, however it is earned IC. Setite and Assamite Sorcerer concepts are restricted in this setting. Setite & Assamite Sorcerer concepts are reserved for established players who have demonstrated being active on this site, maturity, and having a good grasp of this game.
*Changing stats on an unapproved character sheet*
While your sheet is in the 'pending' status you can make changes to your sheet. Once a sheet has the 'approved' status a player can no longer change the sheet.
*Clone Characters*
We do have a rule against 'cloning'. That meaning, you are not welcome to play a character here, if you are playing the exact same character actively elsewhere. A person can change the character name, and tweak the concept to get around this. However the exact same character being actively played on several sites is not okay by us.
*Combat Stats*
At creation please limit a PCs -total- of all combat abilities to 6. The primary abilities are: firearms, melee, brawl, and athletics. We do not allow or use the abilties of Martial Arts, or Demolitions. No combat ability should be a 5 at creation. We do not use the 'WoD Combat Book', which is 2nd edition.
*Combo Discplines*
Currently do not use, or allow combo discplines. This could change. However, at creation characters should not have a combo-discipline.
*Derangements*
Players should only select derangements from the books. At this time, we would like to request that players not make up their own derangements. Additionally, a starting pc should have no more then one or two derangements. In the past we have seen starting characters submitted with up to six derangements, this is a bit excessive and broken. For the players enjoyment and other players, please think about the quality of such long term rp. A derangement is not an excuse to act wildly, and have a character who acts without thought or foresight. Derangements are role play tools meant to reflect the inner horrors of bad mental health: not bad rp.
*Disciplines*
PCs should being with disciplines that match their clans starting disciplines. Additionally, using the merit 'additional in clan discipline' should not be used to get something to the effect of a Toreador with Vicissitude/Necromancy/Temporis/etc. Disciplines exclusive to a clan can not be obtained using this merit.
*'Domain' Background*
The 'Domain Background' is a new addition to VtM that came out with the release of the 3.5 version of VtM. Domain as a background is offered on our character sheets. Domain is NOT allowed on starting pcs. Domain is restricted to established PCs who have been granted domain from the Prince, or otherwise established a domain through rp. Again, the background domain is for established pcs who have been awarded the stat in rp.
ABOUT DOMAINS AND HAVENS: While a pc can have a haven inside a domain, a domain is not always a haven or even the area where a vampire might have their haven.
*Infernalism*
We do not allow Infernal concepts, or for submissions of Baali. Dark Thaum is not used IC, nor should there be any submissions with it.
*Influences*
List of the current Influences PCs can attain: Bureaucracy, Educational, Entertainment, Finance, High Society, Media, Legal, Medical, Occult, Police, Political, Street, Transportation, and Underworld. Characters may only start with an influence of 1 in any area, and begin with a maximum of 3 influence dots combined. This limitation is to reflect a character being a 'fresh face' to the local scene.
Banned Influences: Military, and Government.
*Min Maxing*
Min/Maxed sheets (social, mental, combat, whatever) will be denied. There is a great wealth and variety of ways to spend creation points to create a well rounded character that reflects a life time, please do not limit pcs to just min maxed stats.
*Making Yourself As A Character*
From time to time a player wants to play them self as a PC in the WoD: Experience has shown us this is a bad idea. Players should not submit themselves as a pc, or use themselves as an actual core concept for a pc.
*Paths of Enlightenment*
By dault, almost all characters should start on the path of humanity. There are a few exceptions to this rule.
Characters in a clan, with a cited path, are allowed to start on the path. However, path play is not an excuse to run around free of moral restrictions. Paths are advanced rp that requires thought processes and effort beyond the normal realm of a character who still observes humanity. That being said play a path right or loose it. A path is not an excuse to butcher, maim, and blow shit up. We do not accept player made paths of enlightenment.
Examples of Clans with paths would be Giovanni, Assamites, and Setites.
*Starting Lores*
Per character story, all character may begin the game with 4 FREE dots into lores related to the character story. Exotic lores (such as a common newly embraced toreador having BlackHand Lore 4) is unacceptable. Please, use common sense. A good example of a standard starting character lore for a newly embraced Camarilla Toreador would be clan lore 2, Camarilla lore 2. Additionaly lores can be earned through Ic rp, and pc tutorship. Lores in our game represent the factual learning and knowledge of the WoD a pc has. For example a Ventrue with werewolf lore zero knows -nothing- about werewolves and is most likely unaware that werewolves actually exist. A Gangrel with werewolf lore 1 knows werewolves are out there...and maybe more.
*Transfers*
At this time we do not accept characters transfers from other games (we have seen a character with over 1,000 exp try and transfer here, it was an Sabbat Pander, ArchBishop from Detroit). We have no future plans on changing this rule. Players are welcome to recreate an old favorite character as a starting level pc.
*Vicissitude*
Is not treated as a disease on our site.
*Willpower*
At creation willpower should be no higher then a willpower 6 or 7. There are exceptions to this rule based on various factors such as nature, concept, demeanor. Ultimately, final judgement on this matter rests in the hands of the approving ST.
