the Masquerade Setting & Creation Rules

Setting
---------------------------
Port Lussuria's vampire
setting is designed to be open and player driven, based
upon an Independently controlled city. Port Lussuria is
not Camarilla or Sabbat held. Rather, the city itself is
loosely controlled by 2 separate rival clans - a small
Setite and Giovanni population who use the tourism
industry and industrial industry as a hub (legal and
illegal) for access into larger nearby cities (such as
New York City). There is additional info and details,
though we leave such matters for the players to discover
on their own.
Anarchs, as
well as lone Sabbat or Camarilla members, have been
known to drift in and out of the city. There has been
some interest in the city from all 3 sects in the past,
though the combined presence of the Setite and Giovanni
has posed a challenge to such incursions. Past attempts
to establish a solid sect presence in the city have
failed. The Setite and Giovanni are all too happy to
sink their fangs into a mutual rival for the sake of
preserving the status quo.
Recently,
the Camarilla has gained a foothold in the city. Rather
than directly entering the city and engaging in war the
court established itself in the wealthy suburb of Guild
Pointe Farms. Elysium is located in an exclusive, and
controlled country club.

Characters
entering the city could find either faction (Indies or
Cam), with normal investigative methods.
Players are welcome to submit a Giovanni or Setite
character to join either of those factions.
Our
wish is to have the players develop the game in a
fashion they so desire. If, for instance, the players
want a Camarilla court - the players will have to
develop that court IC. If the players would rather
assist the Setite or Giovanni rivalries and build onto
that aspect of the game, that is the players choice.
Despite providing an Independent presence in the city,
attempts to usurp them are welcome.

Our long term goal for this game is to provide a
completely open setting where the players choose the
outcome of the setting.

Starting Lores

Starting
Camarilla Characters who went thru "basic training"
with their sire, or have basic experience in the
court automatically begin with Camarilla lore-2, and
clan lore-2. Unschooled PCs, and caitiff, receive
up to 4 lore dots according to character history.

Starting
Independent clan character start with clan lore-2,
and 2 dots in any other applicable lore.

Sabbat
PCs, are currently not accepted.
The Sabbat are antagonist NPCs in this game.
Additional Notes
-
Blood Bonds are
not Radar.
-
Anyone
who is fully blood bound (3 steps) to a vampire
cannot be bound to anyone else until the first
binding wears away "naturally". (VtM Core book, pg 218+)
Please refer to here for the house ruling on blood
bonds.

Several 1- and 2- step blood bonds can be maintained
at the same time as each other but a full blood bond
(3 steps) drives away all lesser blood bonds ( 1 or
2 steps), and only one full blood bond can ever be
maintained at a time. (VtM Core book, pg 218+)

Per
the Vampire ST book (3rd edition) sunglasses do not
protect a character form dominate.

Per
the books Vampire injuries do not bleed, unless the
vampire spends a blood point to make the injury
bleed (useful for the masquerade).
-
The
lick of a vampire only heals wounds inflicted by a
vampires bite with fangs.
